Public Notice Community Reinvestment Act Strategic Plan Public Comments Invited
Community Reinvestment Act (“CRA”) regulations require a bank that has developed a CRA Strategic Plan (the “Plan”) to publish notice of the Plan and solicit formal written public comment for at least a 30-day period. In conformance with this requirement, the proposed PayPal Bank (the “Bank”) hereby provides notice of its intention to submit a CRA Strategic Plan to the Federal Deposit Insurance Corporation (FDIC). Written comments from the public concerning the Plan are encouraged.

Comments will be accepted through September 22, 2026, after which the Plan will be submitted to the FDIC for approval. The Bank will review all comments received and may incorporate suggestions into the final Plan at its discretion.
